I almost always use the two-finger vertical swipe in the pane itself to do the scrolling and the Scroll Bar as a cue to where I am in the document.

I have almost zero experience with TeXPad so... At one time I installed it on my iPhone (it works on either the iPhone or an iPad and looks ok in both) and also installed ALL the possible additions to the internal TeX Distribution and still couldn't compile one of my MacTeX related documents within the system. I was able to compile some documents by using the on-line compiler via WiFi. It's NOT TeX Live but a distribution that the author can legally install internal to TeXPad and I'm not sure what is used with the on-line compile. With the on-line compile the .tex file is transmitted to the server and I'm not sure what happens with included graphics, etc.
TeXShop does NOT work on the iPad and it isn't legally possible (I don't know the details) to install TeX Live on the iPad, even as a some sort of a library. Everything on the iPad needs to be sandbagged for security which complicates everything when you have a set of low level binaries. (Maybe I have the reasoning wrong!? Comments from others?)
