There is an app called TeX Writer.
It is pdf(la)tex with bibtex and makeindex.
No XeTeX, no Luatex, no biber.
But it works fine within these limitations.
(Well, it needed some memory increase to get the german lshort compiled, but the author answers questions and will make reasonable modifications on request.)
If you tex a document it downloads the packages you need, thus you don't have to install 2 GB of TeX Live but you should run the first time with a WLAN connection.
It works great with an external keyboard, but keyboard shortcuts are not supported.
You can probably use TeXPad as an editor for TeX Writer.
