Well, that is a bit confusing, namely, having form the Help menu the “About this Release” item and then the TeXShop Help Panel’s “What’s new?” section.
But I did not find the material you point to.

It starts with "TeXShop Changes 3.78 - 3.80" and about half way down in the discussion of this release, it says "In addition to these changes, a small number of users ran into issues running on macOS Sierra."

For example, TeXShop has a new engine called "filltex" in the Inactive section of Engines which can automatically create bibliographies by scraping web sites if the user has appropriate cite entires. David Gerosa contributed this engine, and I am surprised that nobody has praised it.

But Help is just a set of HTML files, so users with this problem can open up the TeXShop bundle and look for the help in the English localization. Every time I release TeXShop, I update "What's New" in the English Help.
