Howdy,
The fraction line is properly centered but the numerator is much taller than the denominator. Firest try removing the \displaystyle in the numerator. If you don't like the way the limits are displayed for the sum in the numerator try \sum\limits_{e=1}^{e=e_{\hbox{\tiny max}}}. I also would make the boxes simply \mathrm andd remove the extra font size commands.
\[
K_{\mathrm{Org}} = \sum_{L=0}^{L_{\mathrm{Org,max}}}{\left(\frac{\sum_{e=1}^{e=e_{\mathrm{max}}}k_e}{(L+1)e_{\mathrm{max}}}\right)}
\]
without the limits and
\[
K_{\mathrm{Org}} = \sum_{L=0}^{L_{\mathrm{Org,max}}}{\left(\frac{\sum\limits_{e=1}^{e=e_{\mathrm{max}}}k_e}{(L+1)e_{\mathrm{max}}}\right)}
\]
with the \limits.
