It's "file", with argument not the Textures app bundle but the executable inside it.

For the Textures 2.2.0b18 installed on my setup:

$ file /Applications/Textures.app/Contents/MacOS/Textures
/Applications/Textures.app/Contents/MacOS/Textures: Mach-O universal binary with 2 architectures
/Applications/Textures.app/Contents/MacOS/Textures (for architecture ppc):	Mach-O executable ppc
/Applications/Textures.app/Contents/MacOS/Textures (for architecture i386):	Mach-O executable i386

And for Gordon Lee's unlocked 2.2.0b19 versions:

$ file ~/Desktop/Textures\ 2.2.0b19/Textures2.2.0b19retina.app/Contents/MacOS/Textures
~/Desktop/Textures 2.2.0b19/Textures2.2.0b19retina.app/Contents/MacOS/Textures: Mach-O universal binary with 2 architectures
~/Desktop/Textures 2.2.0b19/Textures2.2.0b19retina.app/Contents/MacOS/Textures (for architecture ppc):	Mach-O executable ppc
~/Desktop/Textures 2.2.0b19/Textures2.2.0b19retina.app/Contents/MacOS/Textures (for architecture i386):	Mach-O executable i386

$ file ~/Desktop/Textures\ 2.2.0b19/Textures220b19noretina.app/Contents/MacOS/Textures
~/Desktop/Textures 2.2.0b19/Textures220b19noretina.app/Contents/MacOS/Textures: Mach-O universal binary with 2 architectures
~/Desktop/Textures 2.2.0b19/Textures220b19noretina.app/Contents/MacOS/Textures (for architecture ppc):	Mach-O executable ppc
~/Desktop/Textures 2.2.0b19/Textures220b19noretina.app/Contents/MacOS/Textures (for architecture i386):	Mach-O executable i386

So all of Textures' most recent versions are universal (both PowerPC and 32-bit Intel), so the problem in your case in not an incompatibility between your G4/5 and the latest unlocked Textures.

I'll try to think of something, but I'm pessimistic. I've read the installation instructions of the unlocked version, "to get modified Textures to work.txt", but I've trouble making sense out of them (which is part why I did not attempt to install these versions yet): it says to lock com.bluesky.Textures.plist beforehand to avoid unwanted changes, but for a valid such file to be created in the first place you need to take it from your previous Mac or partition, where the file had matched valid InstallationKey2 and ActivationKey2, if I understood correctly.

For example, opening this file in Xcode:

If you did not keep of copy of this file before moving to the new Mac or partition, or installing a new Textures version, then I'm not sure things will work.
