[OS X Emacs] Cannot set Line wrapping > Wrap

I'm  using Aquamacs 23.2.50.1
It defaults to break lines at 70 characters.  I never want it to insert
newlines in my text, so I want it set to "Wrap" instead.
When I set and save it to "Wrap", it doesn't remember that setting.

Steps to reproduce:
1) Open file
2) Notice it's set to Options > Line wrapping > Break lines (Auto Fill) at
70
3) Change it to Wrap
4) Choose Line wrapping > Adopt as default
5) Choose Options > Save options
   At this point I expect the setting to be saved,
   but the next two steps show it's not saved.

6) Close file
7) Open file -- it's reset to "Break lines (Auto Fill) at 70"

How do I set it permanently for all files to wrap?

Or I'd be happy to set it to break lines at 500.
