Yes, you do. Everything follows the standard TDS from there. I have:

~/Library/texmf/bibtex
~/Library/texmf/doc
~/Library/texmf/dvips
~/Library/texmf/fonts
~/Library/texmf/source
~/Library/texmf/tex
~/Library/texmf/web2c
